Thanks to the efforts of people involved with botanical gardens bachao (esp people from SLN Lumbini) the citizens case was presented to the officials. Some of the salient points:
a. Citizens conveyed in very clear terms that they want the project to be scrapped as it is doing harm to the forest area.
b. We are objecting to the project not just as people residing in the neighborhood, but as citizens of India who want law of the land to prevail and forest area conserved and not "given away" for massive commercialization in the name of eco-tourism
Request everybody to share this and vote for the issue as this will help us in garnering support. (officials noted both the citizensocial as well as facebook page)
c. Citizens also conveyed to the officials that they will take care of planting the trees themselves if required
d. They expressed thorough dissatisfaction at the developer going ahead and cutting thousands of trees despite the court giving a stay order. It seems a contempt case is being filed.
e. It seems the report will go upto Jairam Ramesh, our progressive Environment and Forests Minister

Folks living near Kondapur can join the group from SLN Lumbini Springs at 5.30AM and board buses (max capacity - 200, first come first serve).

Its amazing how the government can approve of this. How these money minting business people get all such ideas. Am sure a lot of politicians and officers got paid off a lot for this approval. Shame! I have heard a lot about what will come up there....1. a prospective amusement park...2. state of the art apartments and houses. 3. Commercial complexes...4.Soem five star hotel !!! I mean i heard that something of the scale of Disney is on the cards! I cannot express how fuming mad Iam. Are they out of their minds! This is a botanical garden....why cant they leave it as it is.
All these officials want to make money....am telling you people....unless there's noise from the common citizen... the size of Hiroshima....nobody is going to do anything about it!!!!

It will be very sad if we cannot protect this. I looked into the facebook page for this, but it looks like there is no activity since 2 weeks. Do we know how to go about finding the information for this.
This page can act as a signature collection mechanism as only registered users can ask for "I want this fixed".
Also, I couldnt see any update in the RTI activity. Lets hope some information comes out of it. RTI itself is a painfully slow process as they can take 30 days.

Just spoke to Mr Ramesh Gupta again. Looks like he was told that the work was done. He assured over phone that they will fill the road cut with cement.
Mr Ramesh Gupta is the EE for the whole of Seringampally which makes it difficult for him to look at the entire area. He was saying that he will be glad if we can represent the issues of the community together to him.

When I reminder her that the SLA given by GHMC for the fixing of potholes is 3 days, she told me that I will get a call from them in 3 days and the issue will be fixed in a week. She also told me that I don't need to file a complaint in the GHMC website.

Before we embark on asking somebody to help us out, I think it is important that the users of this road be more disciplined. Unless we move away from the 'Me First' culture and honor other people even the flyover would not be a good solution. What is more important is effective enforcement of traffic rules on this piece of road.

What happened to the previous budget sanctioned to the developer?
When the previous developer has not completed the bridge where did all the sanctioned funds disappear?
Did you know that this bridge has costed an additional Rs.50 Crores now (at according to official estimates)?
Did you know this is all tax payers money who struggled commuting through this route for the last 5-7 years without a bridge?

If there is one problem we can highlight in Kukatpally, it is the vexed issue of the HITEC City flyover. A third of the complaints we receive are about this issue. A few people ask us to travel during the rush hour to know what the pain is. Some of us do and are well aware of it. Instead of giving abstract speeches about the 'system', this is an attempt to list out the origin and progress of this issue so that the citizens can see for themselves what we have done and what we have not done.
1. The flyover was sanctioned in 2007. As is usual with government projects, the route was checked only superficially and it was not completely analyzed. The construction commenced.
2. When the construction approached the railway lines, the railway department got involved and objected. Since the flyover would go over their proposed electric lines, they put a hurdle that the construction cannot proceed. Now we have a deadlock.
3. This is when JP got elected (2009). JP and team realized that political pressure will not work because the railway department will simply show the rules that the existing design violates the railway rules.
4. We now started pushing the HMDA department to come-up with an alternate design but they said they did not have the budget. We found sources within the department that helped us raise this amount. In an instance which all volunteers remember, we had to move between 4 offices on a single day like a chase scene in a movie to get signatures from four principal secretaries. Now we have the work order for a new design.
5. HDMA agreed to start working on the alternate design. It took a few months to see this through and in an example of what we were doing in the interim, JP had to make nearly 40 phone calls to get the design passed.
6. We have a new design and the next step is for all the departments to agree to it. But the rivalry is so high that it took months and months of effort and meetings to make them sit and agree to all aspects. This finally happened in 2012.
7. 2012: Things are set as of now and all indications are that the flyover will be complete this year. JP also met the CM twice to ensure that there are no more delays.

The problem is, if the initial plan is implemented, the fly over touches the electric cables OR there will be no sufficient clearance b/w the cable and fly over. SO rly officials have objected it.
As per the new proposal,... two addl pillars(piers) will be laid on both sides of the track which will suddenly increase the height of the fly over.
After these two pillars are laid, a pier would be laid between the two tracks to join both the sides.
As of now, the process of laying two pierson both sides of the track is in progress... So, if work starts now, without any delay.... in another 3 mnths it must be ready. Interesting part is, everyday atleast one labourer will work on something :-) and it is never kept idle.
Thanks to JP, atleast the CC road that passes underneath the railway station is widened.

JP sir himself mentioned in one of his interviews regarding the same subject, 'mottam vyavasta nidra potondi' - translation ' whole administartion is sleeping, so possibly the officials are sleeping and will continue to do so, it is the fate of the IT professional who communte on this road to keep facing trouble, look at the fly over pillars and to keep wondering about when that day comes when the flyover is over

This the issue with no pre planning and the system is tangled by itself and getting delayed. JP sir was personally following the moving of the files and also got the extra cost money sanctioned. This situation we are in is because of the traditional parties improper planning and not making Railways and GHMC some single body to make thing easier. JP Sit widened roads for immediate relief with 70 Lakhs. Let hope you officials and system move at least now. But, heard again there is Cost exhalation.

yes, it is in a pretty bad shape. I tried reporting it on GHMC helpline but it seems this road comes under "R&B department", so they refused to take the complaint.

Nothing will workout. They can't do anything.
The main problem is, Railway dept planning to make Hitech mmts as a big terminal.
For that design of flyover should change, change in the sense need to start from the scratch
to increase the height as begumpet flyover. Even the flyover is finished it ia temporary (waste of people money).
They r still in thinking. Just change the home from kukatpally to other place and house owners in kukatpally enjoy the traffic as I am doing daily. Sorry to say guys.

I guess RTI is the only tool we have to obtain such information. I am more interested in finding out the long terms plans for development of this area - HMDA had some grand plans a few years ago.

Existing works do not solve the issue we are going to face in the next 4-5 years. Imagine just 2 flyovers to ferry all the people from the other side of the track to the IT hub.
Before the flyover widening at Begumpet and the flyover at Punjagutta was built, there used to be regular traffic jams during peak hours from Begumpet towards Ameerpet.
If only these flyovers are really world class, we can expect them to sustain. Unfortunately, our roads (even the newly built roads in the IT corridor) suffer from the old failings of water logging, pot holes, bumps, random digging, etc.
There are several issues here - urban town planning, construction quality, accountability towards tax payers and the govt (in case of private contractors).
This is a push towards better urban town planning.
Existing works like fixing pot holes, and bumps, etc. are merely band-aid - a waste of tax payers money. I have seen workers filling pot holes from the KPHB-Hitec city road thrice already during this rainy season. End result is that nothing has changed - the road condition has not changed.

Dr JP was saying that the flyover delays are mainly due to inter-departmental delays (Railways, HMDA, GHMC, not sure which are others). Shouldn't the public put pressure on these departments to sort out these issues faster?

There are Christian and Hindu burial grounds. Compound wall is there for the Christian burial ground. There is no compound wall for Hindu burial ground. Please do the needful.

When you go from KPHB 4th phase to Hitech city, you go under the railway bridge. This burrial ground is just beside the railway bridge (on the KPHB side). Dead bodies are burnt just beside the road. If you still not able to locate, please let me know. I will call you. I am in Japan.

HYDERABAD: The state government has sanctioned Rs.
47.79 crore for the construction of the Road Over Bridge (ROB) at Hi-Tech City railway station as against the earlier sanctioned Rs. 24 crore.
The RoB connects Kukatpally and Hi-tech City and used by large number of commuters.

One way to make the concered people and goverment take notice is if we all the daily commuters (Software Engineers) go and start working on the Flyover for some time by ourself, that should attract some media and some attention.

I think it will help if there is tangible pressure from citizens side to expedite the construction in addition to the follow up and pressure by Dr JP. But for this, we need to get the following information
a. Which department is responsible for the delay
b. Who is the highest decision making person of that department
c. All the records of letters written by Dr JP to concerned departments
We will run a online + offline campaign to highlight and expedite the matter once we have the above mentioned details

I disagree Rambabu. Kukatpally developments are happening in large scale than any place in A.P. Just that Expectation of people are very high.

I agree with your comments. I'm not loksatta member. Planing to join for some contributions in weekends. Right now following on what they are doing and also following Hitech ROB. What I see from JPs comments is the system is stalled with no coordination with railways ( in designs, Cost of material etc)

And, JP is one person who is taking care from Lokpal bill drafts, Save Farmer movement and lot more national wide and though he taking care Kukatpally issues its becoming too much of a burden on this single man.

I appreciate updating the youtube link on ALL of the issues in the CitizenSocial board, reg the Hitec city ROB. As a loksatta worker, you could have better spent the time in raising this problem to Dr. JP instead.
Coming to the youtube link, if a former public servant like JP doesnt know whom to go to(to complain about the negligence of the officers), who better would know? Isnt there a Principal Secretary to whom all of the IAS officers are answerable to? Shouldn't JP be complaining to him rather than going from desk to desk?
Do you really think JP should just complain on a news channel that officials dont bother about this problem and remain mum.. Couldn't he have done more?

1. A contribution box on both sides of the underpass. Re. 1/- per day from every two/four wheeler. The funds collected in two months would go to heads responsible for this delay. Railway, GHMC, Flyover Contractor, MLA(if he too needs a cut for motivation).
2. Dont vote for Dr. JP(and loksatta) in the next election and vote for a party that is likely to come to power (TRS/Cong). The MLA from Serilingampally has got lot of works done in his constituency in no time compared KPHB.
3. Move out of KPHB and start residing in Madhapur/Gachibowli.

Commuters are facing not just problem. Commuting has become a hell both during morning and evening. Still the politicos do nothing. Lot of people, I've talked to, are ready for volunteering, but the issue doesnt need ppl. They need sikka.
