Why should government make money when a road is dug up

Whenever somebody needs to dig a road (telecom providers, water works etc), they need to take permission from GHMC, the municipal corporation of hyderabad and "pay an amount to GHMC" for digging up.   For example, "GHMC is collecting road cutting fee from different agencies at roughly Rs.2,000 a metre"  according to a report.  The logic is, GHMC will restore the roads using the amount that is paid to them.

In practice, GHMC never restores the roads immediately and there is absolutely no track of which road is dug up and for which road the money was paid.  GHMC sends this money to probably some common pool as "income".  The roads get fixed as part of new works months or years later.

This is the reason why we see roads dug up all over the place and lying in that state forever.  Isn't it time that we all ask GHMC to stop seeing this as a your-road-digging-is-my-money-making opportunity.  Lets us all ask GHMC to

  • Deposit caution money with GHMC before the permission for road digging
  • Insist that service providers should restore the road back to its original shape
  • Refund the caution money only when the restoration is done.
  • The restoration should be inspected by GHMC officials and citizens in the area
